The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are issued from different nations. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from across the border, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, most likely provided by partner states. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through words or deeds, from thinking that the status quo will not shift further in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its favour.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
